The University of Pennsylvania Journal of Law and Public Affairs (JLPA) provides a novel forum for scholarship that responds to pressing policy issues with solutions that are both thought-provoking and reasonable. JLPA is designed to serve as a research tool for policymakers, practitioners, judges, academics, students, and all interested readers. JLPA publishes articles at the intersection of law and public policy, at the international, federal, state, and local levels of government.
